Petition: Enforce the Harcombe Notices.

To: East Devon District Council Chief Executive Tracy Hendren, Planning Development Manager Wendy Ormsby, and the EDDC Scrutiny Committee Chair Vicky Johns

We, the undersigned, call upon East Devon District Council to take immediate and effective action following the expiry of the enforcement compliance period on 19 November 2026, should the requirements of the enforcement notices not have been met.

The Planning Inspector has dismissed the appeals against the enforcement notices and the compliance period expires on 19 November 2026. We therefore call upon EDDC, from 20 November 2026, to take all appropriate steps available to it to secure full compliance with the notices and the restoration of the land.

Enforcement must mean enforcement. If the requirements of upheld enforcement notices remain unmet after the compliance period has expired, we expect EDDC to act promptly, transparently and decisively.

If effective action is not taken, we will ask the Chair of EDDC’s Scrutiny Committee to bring the handling of this case before the Committee for formal scrutiny. At the same time, we will pursue the Council’s formal complaints process, with a view to referring the matter to the Local Government and Social Care Ombudsman if the Council fails to address our concerns.

Harcombe is part of a nationally protected landscape. The planning system has reached its decision. We are asking EDDC to ensure the planning notices are upheld.
